Fished the upper Wis. R. above Merrill for past 3 days with expert guide Todd Koehn. Smallies not in the old familiar places where we find ’em up near dams–FLOODING blew ’em down to the lower end of the pools! Chompers jig the hot bait–green punkin color. Biggest fish 21 inches
