I’ve always used dental ligature bands. Normal blanks are easy, but noodle rods are just plain tough.
I’ve pulled plenty of grubs out of dead wood in the winter too. Usually going to have to be splitting it up, but no sense passing up free bait. They are typically twice the size of wax worms, but work the same.

Here you go, evidently all you need is good old Mepps spinner. All kidding aside we hit a day where the lake trout would hit anything and best combo we tried was blue fox spinner with white twister tail vertically jigged. No reason small spinner wouldn’t work for aggressive panfish.
There’s a couple Facebook groups for ice rod building. Lots of info there and questions on supplies. Super addicting, if you get started, you will suddenly wake up one morning with 20 rods and still have blanks you want to build on.
Nightly news had a story where the had rows of insulated Eskimo hubs set up for the homeless in California. Pretty sure the government is willing to pay more than the fishermen.
I bought a new clam thermal for a trip to LOW during the last cold snap. The clam bag is definitely nicer than the Eskimo bag and I wouldn’t hesitate to replace the Eskimo with one.
I’ve watched guys try to release them in the local lake and then gone and picked dead crappies out of their holes when they leave. The muskies cruise under the ice at the local crappie hole and pick off the floaters. I’ve seen some giants. I won’t fish grubs at 30+ feet as the bluegills don’t do any better. Take your limit or what you need for a meal and don’t sort. If you want to catch and release go to a lake where they stage shallower.
