Looking for the best reel for a tuned up custom rod Bullwhip 28in.
“Best” is relative. Many are running the Okuma Ceymar C-10 on them (myself included). Lots of guys also seem to be happy with how the smaller Shimanos and Pfluegers balance as well.

Another option , I have a few Zebco micro trigger underspins , pretty handy little reel .
Shimano in the 500 series. The Sienna 500FD ($30) or the Sedona 500FI ($60) would be my suggestions.

Seriously though, any decent size 500-1000 reel will work great. I use Shimano Sienna (500), Shimano Sedona (1000), and Abu Garcia Cardinal SX’s (5 and 10). All of those reels see water year round and with proper maintainance will last for years. No issues for ice fishing once winterized. Siennas and the Abu’s will run around $30. The Sedona is around $80 (I got mine on sale locally for $35). Okuma isn’t bad either.
My Bullwhip has the Sedona on it.
Honestly, Most reels are pretty good these days and you can’t go wrong with a few different smaller ice reels on the market today.
I have used the Sienna 500 and had to tear them all down and change out the oil/grease as they become almost froze when it got cold. Now they’re awesome!
I would also say the Okuma Cymar his a highly praised reel as well as the presidents from Pflueger.
I like the small size of the Sienna 500. Smooth reel with a good drag system and they’re inexpensive.
I haven’t tried the Okuma but I will be trying one on my Commander for bigger walleyes.
I have both the Shimano Sienna and the Okuma Ceymar 10. First thing I recommend, as mentioned above, is to take the reel apart and clean out the factory grease. Then get some Quantum Hot Sauce to use on the reel. Second, I would update the felt washers to carbon washers. This allows the drag to be smoother, and your drag to be more sensitive. (more settings)
