Can you use 2 hooks on a rig with out a spinner in Minnesota? If you use beads but not a spinner or do you need a spinner to use 2 hooks?

I have always thought of that as being OK. The rig is just as much a lure as a spinner rig.

Either sold as terminal tackle or to be used in another state.
I have multiple, pre-tied crawler harness’ in my box. They are pre-tied so I can add the beads/spinner that I need for that day.

Because its not illegal to sell them.
There are a lot things being sold that are not legal by MN rules its up to the individual to know what he can or can not use legally.
