Outboard Question – What is this?

    Can anybody here tell me what this broken wire/cable is. What purpose does it serve. The motor is a 2001 Yamaha VMAX 150, carb.

    Also this is the 2nd time it has broke, any ideas on how to prevent it from happening again?
