Boat planing assistance

I recently purchased a 2001 Tracker Targa with a 90 HP 2 Stroke Mercury outboard. I’ve had the boat out a few times and am making adjustments that come with making a boat your own. One issue I am having is that when the boat is fully trimmed down and I advance the throttle about 1/2 way through the process of the boat trying to plane out it slows and rpms go up like the prop is over trimmed up or coming out of the water (it isn’t). I then stop, trim the boat to about 1/8 up and hit the throttle and it planes out after a bit, not having the issue. The boat will get to 32-33 m/ph at about 5500 RPM’s. I’ve done a few things like moving trolling motor batteries & anchor to the front in an effort to balance out the load and help with getting on plane. This is happening with two adults and two small children in the boat, all seated in the middle seats, nothing in the live wells, bimini cover down.

Any ideas on why this is happening and how to “fix it”? I’ve heard good things about adding the SE Sport performance SE 300 Hydrofoil, which may help with this but also help the boat plane out quicker. Thoughts?
