    It didn’t make it out of committee in the senate.

    According to the letter from the governor both sides have agreed to work on a solution together.

    Depends which side you ask….

    My high level interpretation. Any water over private land will no longer be accessible to the public. Example, the lakes in NE SD that have grown over the past 20 years.
