Any fishable ice?

I have the ice report app and see someone posted 3.5″ by Grand Meadow (assuming Pine Lawn).

Someone told me Silvercreek Reservoir is closed until December 1st for migrating birds. Is this true?

There was a rule that made the lake a sanctuary until it had frozen over but I’m not certain they enforce it. I know one year a bunch of geese kept the water open in a pocket and there was some backlash over whether a guy could fish it with the geese there, but give the paper just had an article regarding getting the geese out of the area I’d check the ice and if its safe I’d go fishing.
